According to the "Help" page (top right), the Cartman cluster is down for "essential maintenance". It says that everyone's accounts should be "read only" (ie. you can log in) but given the two of you can't log in, there's a good chance that they're wrong about this !
Of course you may not be Cartman cluster at all (and unable to check otherwise). I only know I'm on Chef, 'cos last time around I could get as far as logging in and was consequently in a position to check the "which cluster" link.
